Andhra Pradesh has rolled out an artificial intelligence-powered urban flood forecasting platform, with Vijayawada becoming the first city where the system will be deployed. The initiative is aimed at improving flood preparedness by providing authorities with predictive insights, enabling quicker response and more informed decision-making during periods of heavy rainfall.
Developed under the State government's Advanced Warning and Advisory for Resilient Ecosystem (AWARE) platform, the new solution combines artificial intelligence, hydrological modelling, weather forecasts, drainage network information and topographical data to predict urban flooding before it occurs. Officials said the platform is designed to generate location-specific flood forecasts, helping civic agencies identify vulnerable areas and initiate preventive measures in advance.
Vijayawada has been selected as the first city for implementation because of its recurring urban flooding challenges, particularly during the southwest monsoon. The city witnessed severe flooding in recent years after intense rainfall and breaches in the Budameru canal, highlighting the need for a more predictive disaster management approach. By forecasting water accumulation and inundation risks in advance, the AI platform is expected to improve emergency planning and reduce the impact of extreme weather events.
According to officials, the system continuously analyses multiple streams of real-time and historical information, including rainfall intensity, river levels, drainage capacity and land elevation. AI models then simulate likely flood scenarios and estimate which locations could be affected based on changing weather conditions. These insights are presented through digital dashboards that can be accessed by disaster management authorities and municipal officials for operational planning.
The urban flood forecasting capability expands the AWARE platform, which already integrates data across weather, agriculture, public health, reservoirs, air quality and disaster management. The platform currently supports dozens of live governance use cases and is designed to shift public administration from reactive responses to predictive decision-making through AI-powered analytics and early warning systems.
Officials said the technology will support faster evacuation planning, deployment of emergency personnel and better coordination among civic agencies. Instead of relying solely on rainfall alerts, authorities will receive forecasts indicating where flooding is likely to occur, allowing departments to prioritise resources and issue targeted advisories to residents.
The initiative forms part of Andhra Pradesh's broader strategy to integrate artificial intelligence into governance. Over the past year, the State has introduced AI across multiple public services, including grievance redressal, disaster management, surveillance, agriculture and infrastructure monitoring. The government has positioned AI as a core component of its digital governance roadmap, with the objective of improving service delivery through data-driven decision-making.
Urban flooding has become an increasing challenge for Indian cities due to rapid urbanisation, changing rainfall patterns and ageing drainage infrastructure. Traditional forecasting methods often provide broad weather warnings but offer limited visibility into neighbourhood-level flood risks. AI-based predictive systems are emerging as a way to bridge this gap by combining weather intelligence with local geographic and infrastructure data to generate more precise forecasts.
If the Vijayawada deployment proves successful, similar predictive flood models could be extended to other urban centres in Andhra Pradesh that are vulnerable to heavy rainfall and waterlogging. The government expects AI-driven forecasting to strengthen disaster preparedness while supporting faster response during extreme weather events.
