UP Government Approves ₹1,710 Crore GCC Projects

The Uttar Pradesh government has approved proposals for four Global Capability Centres (GCCs) involving a combined investment of ₹1,709.84 crore in Gautam Buddh Nagar, as the state seeks to attract technology, research and specialised business operations.

The approvals cover proposed investments by Havells India, LG Soft India, Ameriprise India LLP and MetLife Global Operations Support Centre Private Limited under the Uttar Pradesh Global Capability Centre Policy 2024.

According to the state government's decision, the Cabinet has approved the issuance of Letters of Comfort to the four companies, bringing their proposed projects under the policy's incentive framework.

Havells India accounts for the largest proposed investment at ₹879 crore, followed by LG Soft India with ₹634 crore.

Ameriprise India has proposed an investment of ₹112.84 crore, while MetLife Global Operations Support Centre plans to invest ₹84 crore.

Together, Havells India and LG Soft India represent ₹1,513 crore of the total proposed investment.

The two companies plan to establish their centres within areas administered by the Noida Authority. Meanwhile, Ameriprise India and MetLife have identified Embassy Oxygen Business Park in Gautam Buddh Nagar for their proposed facilities.

The projects were reviewed by a high-level empowered committee chaired by the Uttar Pradesh Chief Secretary on July 10, 2026, before receiving Cabinet approval.

Under the government's decision, incentives for Havells India and LG Soft India will be determined on a case-by-case basis.

Ameriprise India and MetLife will be eligible for financial incentives available under the existing GCC policy.

However, the government has not disclosed the monetary value of the incentives approved for individual companies.

The Uttar Pradesh GCC Policy 2024 was notified on May 7, 2025, with implementation rules subsequently issued on January 7, 2026.

The framework is intended to encourage companies to establish specialised centres supporting functions such as technology development, research, analytics, finance and business operations.

GCCs typically operate as dedicated centres providing technology, operational and other specialised services to their parent organisations or affiliated businesses.

The state government has positioned the policy as part of its efforts to attract domestic and international investment while expanding employment opportunities for skilled professionals.

The proposed investments cover companies operating across electrical equipment, software, financial services and insurance-related business functions.

Their concentration in Gautam Buddh Nagar adds to the district's existing corporate and technology services ecosystem, particularly around Noida.

While the Cabinet approval provides a formal policy framework for the investments, the projects remain at the proposal stage.

The government has not announced construction schedules, operational commencement dates or employment targets for the four centres.

Details regarding the specific functions to be undertaken at each facility have also not been disclosed.

Further implementation will depend on the companies' investment plans, applicable policy requirements and subsequent project-level approvals.
