South Korea is expanding the use of artificial intelligence to support suicide prevention, deploying AI-powered surveillance cameras across bridges in Seoul to identify people who may be at risk and alert emergency responders before an attempt takes place.
The initiative, operating along Seoul's Han River, combines AI-enabled video analytics with real-time monitoring to detect behavioural patterns associated with potential suicide attempts. The system is designed to identify warning signs such as prolonged loitering in designated areas, entering restricted sections of a bridge or using dedicated suicide prevention emergency phones. When such behaviour is detected, the AI immediately alerts control room operators and first responders, enabling rapid intervention.
The technology has become a key component of Seoul's suicide prevention efforts. According to officials at the Hangang Bridge CCTV Integrated Control Center, the AI-assisted monitoring network has helped raise the rescue rate on Han River bridges from around 56 percent in 2012 to more than 99 percent since the AI system was introduced in 2021. Emergency teams are typically able to reach most bridges within five minutes, a period considered critical for intervention.
Nearly 900 AI-enabled CCTV cameras currently monitor 17 pedestrian-accessible bridges across the Han River. Beyond suicide prevention, the surveillance network is also used to support criminal investigations, traffic incident management and emergency response coordination. The AI acts as an initial screening layer, allowing a relatively small team of operators to monitor hundreds of camera feeds simultaneously and respond more efficiently to potential threats.
Despite the technology's reported success, South Korea continues to face one of the highest suicide rates among developed economies. Government data shows the country's suicide rate climbed to more than 29 deaths per 100,000 people in 2024, the highest level since 2011. Suicide remains the leading cause of death among people aged 10 to 49, highlighting the broader mental health challenges confronting the country.
Mental health experts say technology can play an important role in enabling timely intervention, but it cannot address the underlying causes of suicide on its own. Factors including academic pressure, demanding work cultures, financial stress, social isolation and mental health stigma continue to contribute to the country's suicide crisis. Healthcare professionals argue that AI-based surveillance should complement, rather than replace, investments in counselling, community support and accessible mental health services.
The approach reflects a broader global trend in which artificial intelligence is increasingly being deployed for public safety and social good. AI-powered surveillance systems are already being used in several countries to detect falls, monitor unusual behaviour in public spaces and support emergency response. Japanese AI company Asilla, for example, has developed behavioural detection systems capable of identifying actions that may indicate an individual is preparing to jump from elevated locations, allowing security personnel to intervene before an incident occurs.
While AI surveillance raises ongoing discussions around privacy and responsible data use, authorities in Seoul say the system operates within South Korea's personal information protection framework, with recorded data managed under strict retention policies. Officials maintain that the objective is not predictive policing but enabling faster emergency response in situations where every minute can make a difference.
South Korea's experience illustrates how artificial intelligence is finding applications beyond commercial and enterprise use cases. As governments explore technology-driven public safety initiatives, AI is increasingly being positioned as a tool that can assist emergency services, improve response times and support life-saving interventions when combined with trained human decision-making and broader mental health support systems.
