OpenAI Partners With Karmayogi Bharat

OpenAI has partnered with Karmayogi Bharat to provide artificial intelligence training to Indian government employees through the iGOT Karmayogi platform, expanding access to AI learning resources across central and state government departments.

The two organisations signed a memorandum of understanding (MoU) on October 21, 2026, to introduce AI-focused courses aimed at helping civil servants develop practical skills for administrative work and public service delivery.

Under the agreement, OpenAI will provide approved educational content from OpenAI Academy, its AI learning initiative, while Karmayogi Bharat will facilitate access to the courses, encourage participation and coordinate with government departments.

The training will be available to eligible personnel across central ministries, state governments and Union territories through the existing digital learning platform.

The initiative is part of Mission Karmayogi, the government's capacity-building programme designed to support continuous professional development among civil servants.

The iGOT Karmayogi platform currently has more than 1.7 crore registered government employees, providing an established channel for delivering AI-related learning resources across different administrative functions.

Chhavi Bhardwaj, CEO of Karmayogi Bharat, said the programme would focus on developing skills that government employees could apply in their daily responsibilities.

“As technology reshapes governance, civil servants need practical skills they can apply directly in their day-to-day work,” Bhardwaj said.

She added that the initiative was intended to help officials understand AI applications, use emerging technologies responsibly and apply the knowledge to public service delivery.

Pragya Misra, Head of Strategy and Government Affairs at OpenAI India, highlighted the importance of institutional readiness and practical skills in supporting AI adoption.

“With more than 1.7 crore government employees across the Centre, States and Union Territories registered on iGOT Karmayogi, the platform offers a powerful way to build practical AI capability at scale,” Misra said.

The collaboration comes as government departments explore AI applications for administrative processes, information management and citizen-facing services.

According to information provided by the Ministry of Personnel, Public Grievances and Pensions in Parliament in July 2026, the iGOT Karmayogi platform already offered 218 courses covering artificial intelligence and emerging technologies.

At that time, government employees had recorded more than 3.3 crore course completions across these subjects, reflecting the existing scale of digital training initiatives.

The addition of OpenAI Academy resources will expand the platform's AI learning content, although the organisations have not disclosed the number of new courses planned under the agreement.

Details regarding the training schedule, course duration, eligibility criteria and assessment mechanisms have also not been announced.

The partnership represents another step in India's efforts to develop AI capabilities within the public sector, with the focus extending beyond technical specialists to employees involved in administrative and public-facing responsibilities.
