Kerala Turns to AI Cameras to Monitor Inmates

Kerala has introduced an artificial intelligence-based surveillance system at the Thiruvananthapuram Central Jail, bringing real-time AI monitoring into prison security as the state looks to strengthen oversight of inmates and the facility's perimeter.

The system, called Prison Real-time Intelligent Surveillance and Monitoring, or PRISM, was inaugurated on Sunday by Kerala Home Minister Ramesh Chennithala.

PRISM has been developed in collaboration with Keltron, the state-owned electronics enterprise. The system uses AI-enabled cameras to monitor activities inside the prison as well as areas along its perimeter walls.

According to Chennithala, the technology is intended to monitor inmate behaviour and help prison authorities identify security incidents in real time. Its stated applications include detecting attempts to smuggle drugs and other contraband into the prison and identifying potential escape attempts.

The deployment moves prison surveillance beyond conventional camera monitoring by introducing AI-assisted analysis of video feeds. Traditional CCTV systems generally require personnel to continuously watch multiple camera streams or review footage after an incident. AI-based video surveillance systems can analyse feeds and flag specified objects, activities or unusual events for further attention.

PRISM's implementation at the central jail reflects the increasing use of computer vision and automated video analytics in physical security environments. AI-enabled surveillance technology is being developed for applications ranging from object and anomaly detection to automated alerts when predefined security conditions are identified.

However, detailed technical specifications of PRISM, including the AI models being used, the number of cameras deployed, data-retention policies and the system's measured detection accuracy, have not been publicly disclosed in the announcement.

It is also unclear whether the technology includes facial recognition or biometric identification. The available information describes PRISM as an AI-based monitoring system, but does not specify these capabilities.

The deployment comes as governments and organisations increasingly explore AI for analysing large volumes of video generated by surveillance networks. Automated systems can potentially reduce the burden of continuously monitoring multiple camera feeds by drawing operators' attention to events that require human review.

At the same time, AI surveillance systems have raised wider questions globally around privacy, data governance, algorithmic accuracy and oversight. Such considerations can become particularly relevant in institutional settings where individuals are subject to continuous monitoring.

Alongside the introduction of PRISM, Kerala is also changing food arrangements within the prison. Chennithala said VIP considerations in relation to food would be discontinued as part of broader changes being introduced at the facility.

The minister said the objective of the measures was to ensure that prisons function as places where inmates can rebuild their lives rather than repeat past mistakes or commit new offences.

For Kerala's prison administration, PRISM introduces an additional technology layer to existing security infrastructure, combining camera surveillance with AI-based monitoring. Its operational impact will depend on how effectively the system identifies security events and how prison personnel use the alerts and information generated by the technology.
